Blue Origin is pioneering the future of space-based connectivity with TeraWave, a revolutionary satellite communications network designed to deliver symmetrical data speeds of up to 6 Tbps anywhere on Earth. This network will service tens of thousands of enterprise, data center, and government users who require reliable connectivity for critical operations.
Senior Technical Product Manager - TeraWave Government
TeraWave is Blue Origin's satellite communications network, a multi-orbit constellation designed to deliver dedicated, symmetric connectivity of up to 6 Tbps anywhere on Earth. Governments are among its most demanding customers. They need resilient, high-capacity connectivity that does not depend on terrestrial fiber or a single provider, and they hold commercial systems to a higher bar for security, availability, and supply chain integrity.
As Senior Technical Product Manager for Government and National Security, you will be the single-threaded leader for every non-commercial TeraWave customer segment: the Department of War and the armed services, the Intelligence Community, federal civil agencies, state and local governments, and allied and partner nations. You will own the segment end to end, from customer discovery and requirements through the roadmap, business case, beta programs, and proposals. Your job is to turn what these customers need into changes the program can act on, and to make sure every requirement we commit to still closes in the business model.
Responsibilities include but are not limited to:
Customer Engagement and Voice of the Customer
- Lead TeraWave's engagements with government customers, from first meetings through technical interchange meetings, working sessions, and executive briefings, at classification levels up to TS/SCI.
- Serve as the Voice of the Customer for the government segment by capturing and structuring VoC from every engagement and making it available to engineering, strategy, and leadership.
- Build lasting relationships with program offices, operational users, research labs, and acquisition organizations across defense, intelligence, civil, and allied governments.
- Represent TeraWave at industry days, conferences, and government working groups.
Requirements, Roadmap, and Business Case
- Translate customer needs into clear, testable product requirements and proposed changes to existing requirements, with documented rationale and traceability.
- Own the government product roadmap and service offerings, including service tiers, security and resilience features, and integration with government terminals and networks.
- Quantify how requirement changes affect capacity, cost, schedule, pricing, and revenue, and work with Finance to keep the segment business case and financial model current.
- Partner with engineering to assess the cost and feasibility of government-driven requirements, and drive tradeoffs to a decision with clear owners and dates.
- Author the segment's decision documents, including working-backwards memos, PRFAQs, and escalation packages for senior leadership.
Solicitations and Procurement
- Serve as product lead on solicitation responses, including RFIs, sources sought notices, RFPs, and IDIQ on-ramps, owning the technical and product content and the pricing inputs.
- Track the government procurement landscape and identify the contracting vehicles and funding lines that fit TeraWave.
- Partner with Business Development, Capture, Contracts, Pricing, and Trade Compliance across federal, national security, and international procurement processes, including FAR and DFARS acquisitions, OTAs, and Foreign Military Sales and Direct Commercial Sales.
Mechanisms and Leadership
- Run the segment's operating cadence and contribute metrics, narratives, and top risks to the TeraWave Weekly and Monthly Business Reviews.
- Manage the flow of CUI and classified customer requirements into the program in line with security policy.
- Mentor other product managers and help build the government product team as the segment grows.
Minimum Qualifications
- Bachelor's degree in a STEM field, such as engineering, physics, mathematics, or computer science.
- 8+ years of experience in national security, military, or government space programs, in product management, technical program management, or a closely related role.
- Demonstrated ability to translate customer needs into clear, testable requirements for hardware and software engineering teams.
- Financial modeling fluency: able to build and interpret unit economics, pricing models, and revenue projections, and to connect requirements decisions to the business case.
- Executive-level writing and briefing skills, including decision memos and presentations to senior government and company leaders.
- U.S. citizenship, with the ability to obtain and maintain a TOP SECRET clearance with SCI eligibility.
Preferred Qualifications
- Active TS/SCI clearance.
- MBA or equivalent graduate degree.
- Experience with military or commercial SATCOM, including LEO and MEO architectures, user terminals, ground segments, and network integration.
- Experience on government proposal teams, including writing technical volumes or providing pricing inputs.
- Experience with international government customers, including FMS, DCS, ITAR and EAR, and allied procurement such as NATO.
- Experience with civil agencies or state and local governments.
- Prior military service or government acquisition experience.
- Experience running beta, pilot, or design-partner programs with government customers.
- Familiarity with DoW cybersecurity and authorization processes, such as RMF and ATO.
Base Pay Range for:
WA applicants is $169,347.00 - $237,085.80
